Occupancy Certificate or OC is a document a buyer receives from the developer after the completion of a new project. This certificate is issued by the local planning authority if the construction of the building is in accordance with the building codes, relevant regulations and laws which indicates the property is suitable for occupancy. An OC is required, when applying for water, sanitation and electricity connections as well as while applying for a home loan.
If you do not have an OC, the government (local authority) has all the right to take a legal action against you and the property without an OC is considered an unauthorised structure.
