Shippers prefer to issue the document as it allows them to be super specific and customise the BoL according to their use. In cases of sea freight, BoL is issued by an ocean carrier. The document is issued once the vessel carrying goods has departed from the origin loading point. Bill of lading creates a sense of accountability amongst the parties involved.
