To answer your question Dev,
A Single Amalgamated Khata is created by builder before starting the construction of project and the same is to be split into khatas equivalent to no of flats + 1/few khatas for Common amenities based on sq.ft of each flat & common area/amenities.
A common calculation is to be done to arrive on how much tax is to be paid by each owner. This can only be done together and not separately for each flat.
Secondly, physical presence of any owner is not mandatory. One authorised representative on everyone's behalf is enough.
